Fewer children up for adoption in city

It will take you much longer than nine months to become a parent, if you plan to adopt. At least in Mumbai, the city with the highest number ofadoptions in India. "We used to tell prospective parents to wait for at least the duration of afull-term pregnancy. Not anymore. There are simply no children available,"said Dr Lina Kashyap, chairperson of the Mumbai Adoption Coordinating Agency(ACA), the state wing of the Central Adoption Regulation Authority, underthe Union ministry of women and child welfare. In 2007, Mumbai registered 509 adoptions. This year, figures till Octobershow a 43 per cent dip, with only 290 cases. As the Adoption Awareness Week,between November 14 and 21, came to an end, around 150 families are on the2008 waiting list. It was 50 families in 2007.The city has 14 adoption agencies, the most in any Indian city. One in sixadoptions in the country (16 per cent of the total) was from Mumbai in 2007.But now all agencies have 15 to 25 parents on their waiting list for over ayear. "This will the first in many years that adoption figures may not touch400," said Vandana Patil, coordinator, Mumbai ACA.The reasons for a 'shortage' of children are unclear. "It seems that thenumber of single mothers, the biggest source of children for adoption, isdropping," said Sunil Arora of Bal Asha. The easy availability of emergency contraceptive pills could be one reason,said adoption agencies. "One also cannot discount illegal abortions andillegal adoptions," said Kashyap.The shortage has led to some positive changes. "People are acceptingdark-skinned children despite the great Indian obsession for fairer skin,"said Kashyap. Harsha Seth of Bal Anand Trust, a Chembur-based adoptionagency, revealed: "We have even been able to place three children of HIV+parents. Till now, it has not been possible even when the kids, as in thesecases, don't have HIV and are healthy."

Dans certains états indiens, les postulants en national préféraient adopter des filles et cette tendance semble s'étendre à d'autres états. / In a few Indian states, the applicants for incountry adoption preferred to adopt girls and this tendency seems to extend to other states.

GPA en Inde - adoption / surrogacy in India - adoption

Histoire d'une petite puce née le 25 juillet 2008 d'une mère porteuse indienne (Gestation Par Autrui = GPA) et de parents japonnais ayant divorcés peu avant sa naissance. La mère bio ne veut plus adopter sa fille alors que le papa bio veut mais la loi indienne sur l'adoption ne permet cette "option" !!! C'était le 20 mai08- Rencontre avec notre fils / it was on 20May08: when we met our son

petite sieste / small nap

Arrivés à Bombay le 19/05 peu après minuit après qqs heures de someil nous prenons un “cool cab” (=taxi) pour Pune vers 14h. Nous avons RDV le 20 à l’orphelinat mais on ne sais pas à quel heure… dès l’ouverture des bureau à 9 h nous téléphonons pour savoir à quelle heure nous pouvons passer en fait ils nous attendaient… Donc nous sommes arrivés vers 10h30, avant de voir notre fils il nous faut passer par le bureau une des 2 responsables du programme adoption qui nous presente toute la paperasse nous relate un peu la procédure post adoption (suivi) etc… donc vers 11h15 on nous présente notre fils, il était avec sa nounou (foster mother) dans une petite salle où il y avait un petit « canapé » une chaise et des jouets réservés à l’approche parents adoptifs et enfants… Sa nounou est partie très rapidement car elle a une autre petite fille en « foster care » chez elle et on voyait bien qu’il y avait une petite larme à l’œil. Bien sur quand elle est partie il a pleuré, je l’ai pris dans mes bras et au bout de 5 min il s’est calmé. Nous avons joué avec lui et vers 11h45 comme il recommencait bcs à pleurer nous avons pensé qu’il devait avoir faim, nous sommes descendu à la cantine mais il a très peu pris mais il avait soif… 1/2h après les autres enfants de l’institution sont venu pour manger donc nous sommes rester 5min et nous sommes descendu dans la cour pour que Trisha s’amuse aux jeux de plein air et pour distraire Rohan du brouhaha de la cantine, il ne pleurait plus et il s’est vite endormi sur mon épaule. Vers 13h15 nous sommes remonté dans le bureau de la responsable mais elle était parti déjeuner donc nous avons posé Rohan sur la petit canapé de la salle où nous il nous attendait le matin afin qu’il soit plus confortable. La responsable est arrivé vers 13h45 et comme une petite cérémonie d’au revoir est toujours organisée au départ d’un enfant nous avons attendu qu’il se réveille et vers 14h15 se fut fait, déjà Rohan montrait une préférence à être dans mes bras ; ensuite la responsable nous a présenté tout le personnel de l’orphelinat (à chaque étage) et nous sommes parti vers 14h45. à peine 10 min plus tard nous arrivions chez mes beaux-parents mais là il y avait bcq de monde donc il a pleuré je l’ai rapidement consolé et il s’est endormi, à son réveil vers 17h il a recommencé à pleurer mais une fois dans mes bras ça allait mieux, il ne voulait aller dans les bras de personne à part les miens, après un petit temps je l’ai posé sur un tapis dans la salle à manger afin qu’il commence à s’amuser avec sa sœur qui était impatiente de jouer avec lui et en fait ça s’est très bien passé. Après son diner il a commencé à montrer un intérêt envers Aji = mami. Dès le lendemain il commencait a accepter d’être dans les bras de ses cousines (toutes ados) et il lui a bien fallu 4 jours avant accepter d’être dans les bras de son papa puis des autres hommes de la famille (c-a-d Aba = papi et Raja Kaka = tonton Raja). Caractère de notre petit prince : jovial, social, affectueux, charmeur, un tantinet téméraire et très têtu… /
Arrived at Bombay 19/05 after midnight after a few hours of sleep by 2pm we took the " cool cab " (= taxi ) for Pune. We had appointement on 20th at the orphanage but as we didn’t know at what time, when office opened we phoned and actually they were already waiting for us… Thus we arrived at by 10:30 am, before meeting our son we had to meet one of the 2 person in charge of adoptions, she shows us each and every paper of the final dossier with what had to be signed and told us about the post adoption procedure (follow up…) etc. thus by 11:15 am our son has been introduced to us, he was with his nanny (foster mother) in a small room where there was a small "sofa" a chair and toys reserved for the approach of adoptive parents and child(ren).
His(Her) nanny left very quickly because she has another girl in " care foster " and we could see a small tear in the eye. Indeed on when she left he cried, I took him in my arms and after 5 min he(it) calmed down. We played with him and by 11:45 am as he started crying again loudly we thought that he was hungry, we came down to the canteen but he hardly ate but he was very thirsty… 1/2h Later the other children of the institution came to eat thus we stayed for 5min and then we came down in the court(yard) so that Trisha could enjoy herself in the outdoor games and to distract Rohan from the hubbub of the canteen, he did not cry any more and he fast felt asleep on my shoulder. By 1:15 pm we went back up in the office of the person in charge but she had left for lunch thus we put Rohan on small sofa of the room we he was waited for us in the morning so that he could be more comfortable. The person in charge arrived at about 1:45 pm and as a small ceremony of goodbye is always organized from a child so we waited a bit till he got up and by 2:15 pm had been done, already Rohan showed a preference to be in my arms; then the person in charge introduced all the staff of the orphanage to us us all the staff and we left by 2:45 pm. Hardly 10 min later we arrived to my parents-in-law’s home but there were too many people so he cried but I quickly consoled him and he felt asleep, when he got up by 5pm he started crying again but once in my arms that went better, he refused to go anyone’s arms except mine, after some time I put him on a carpet in the dining room so that he could begin playing with his sister who was impatient to play with him and went perfectly fined between them. After diner he began to show an interest to Aji = grand-ma. From the next day he accepted to go to his cousines’ arms (all teens) but he needed nearly 3-4 days to accept going to his dad’s arm and other men of the family (aba= grand-pa and raja kaka = uncle Raja).
Character of our small prince: cheerful, social, affectionate, charming,… and very stubborn…

De retour / we are back

Ca y est nous sommes de retour en France, dès que j'ai un petit moment je viendrai relater les différentes étapes de la procédure en Inde et de nos premiers jours avec notre petit prince charmant ! ! ! / We are back in France, as soon as I have a bit more free time I'll tell the different steps of the procedure in India and the first few days with or prince charming!!!

Visa ok

De retour à Bombay le 22 juin... Visa remis lundi 23 juin et surlegalisations par l ambassade de france remises le 24 juin... franchement la nouvelle personne deleguee pour gerer les legalisations et visas adoption est loin d etre un exemple d efficacite, de froideur et il est d une lenteur agacante, il lui a fallu presque 2 semaines pour tout faire alors que pour notre princesse tout a ete fait en 3 jours... en plus nous n avons meme pas ete recus dans un bureau, tout nous a ete remis dans le coin "salle d attente du consulat"... mais enfin tout est fait juste a temps avant notre depart dans qqs heures maintenant !!! Dans les jours qui viennent je ferai un petit topo sur la procédure locale pour ceux que cela pourrait interesser ! ! !

On retourne a Pune / we go back to Pune

Nous espérions que le visa aurait été émis cette semaine, en vain alors nous repartons à Pune chez mes beaux-parents. / We were hoping that the visa would have been issued this week but this guy is really taking his time so we go back to Pune at my in laws' home.

Legalisations des docs

Donc depuis le 20 mai notre petit prince est avec nous, il s est res vite habitue a nous, notre princesse est ravie d avoir un frere et ca se passe bien entre eux. En resume la procedure locale jusqu a emission du passeport a ete relativement rapide (a peine 4 mois). A Bombay depuis hier apres midi car aujourd hui il faut faire surlegaliser le jugement, l acte d abandon et la declararation de naissance avant de faire la demande de visa/Our little prince have been with us since 20th May, he got used to us very quickly, our princess is very happy to have a little brother and everything goes fine between them. Local procedure was quite fast (hardly 4 months). In Mumbai since yesterday as today we have to have our documents (judgement, abandonment affidavit, birth affidavit...)legalised before applying for th visa.

On est en Inde / we are in india

Depuis le 19 mai 00:15 nous sommes en Inde et depuis le 20 mais notre fils est avec nous / landed in mumbai on 19th may 12:15 am et we met our son on 20th and is with us!

Ordonnance du tribunal / court written order

Ca y est l'orphelinat a reçu l'ordonnance du tribunal ce jour, prochaine étape émission du passeport / Today, at the orphanage, they received the written order from the court, next step passport.

Le juge a dit OK donc nous attendons l'ordonnance "légalisée" / oral granted now just waiting for court written order.

Grrrr... pourquoi pas de retour d'info /why no feedback

A Pune – Inde au tribunal il y a 3 audiences pour rendre le jugement. La 1ère était le 8/04 mais le 9/04 notre OAA a immédiatement été informé de son report au 18/04. Tout début mai, n’ayant pas de retour de l’orphelinat via notre OAA nous avons voulu savoir où cela en était et on nous a fait savoir que la 3me et dernière audience était le 6/05, avant-hier mais on n’a toujours aucun retour de l’orphelinat savoir si cette dernière a été éventuellement reportée, si le juge a rendu son « verdict » !!! Cela est connu à l'issue de l'audience alors pourquoi tarde t-il tant à nous faire connaître le résultat ?!? / In Pune - India in the court there are 3 hearings to get adoption judgement. The 1st one was on 8/04 but on 9/04 our agency has been informed it was postponed to 18/04. At beginning of May, without any news we wanted to know and through our agency we've been told that the 3rd and final hearing was on 6th May, the day before yesterday but we still have no feedback from the orphanage to know if this last one would be possibly postponed, if the judge has given his "decision"!!! This is known at the end of the hearing then why taking so long to let us know the result?!?

Tout est réservé / everything is booked

Billets d'avion réservés, billets train réservés et mon visa reçu ! Nous sommes à J-26 de notre départ et J-28 ou 29 du jour où nous pourrons tenir notre filston Rohan Siddhant dans nos bras... / plane tickets booked, train tickets booked and my visa received! countdown: D-26 before our departure and D-28 or 29 before we could hold our baby boy Rohan Siddhant in our arms...

base de données du CARA / CARA's database

La CARA semble avoir achevé le logiciel consacré aux agences d'adoption des zones Nord et Sud et les zones restantes cela seront faites courant Avril. On s'attend au lancement de ce logiciel (base de données en ligne) pour Mai / juin. Tout d'abord, la base de données couvrira toutes les Registered Indian Placement Agencies (RIPA) et les Shishu Greh . Plus tard, les organismes d’état accrédités appelés Licensed Adoption Placement Agencies (LAPA's) seront ajoutés. / It seems that CARA has completed the software orientation to the adoption agencies of North and South zones and the remaining zones may be done in the month of April. Launching of this software (online database) is expected to be in the month May/ June. To begin with, the database will cover all the Registered Indian Placement Agencies (RIPA) and Shishu Greh's but later on state approved agencies called Licensed Adoption Placement Agencies (LAPA's) are expected to be added.

Ca y est nous avons nos billets d'avion pour aller chercher notre petit prince en Inde et notre départ est prévu pour le 18 mai. Maintenant il faut faire la demande de visa pour moi et le 8 avril je descends sur Bordeaux pour déposer directement ma demande au bureau de VFS services (Uk) Ltd organisme auquel l'ambassade a délégué la mission de pré-traiter les demandes. / well we finally have our air tickets in hand to go & pick up our little prince in India and our departure is scheduled for 18th May. Now I have to ask for my visa and on 8th April I'll be going to Bordeaux to deposit my visa request at the VFS services (Uk) Ltd in charge of pre-handling the visa requests for India.
